Westinghouse 24" Help! (Blue Screen)

I just purchased a HDMI to DVI cable from Newegg. I connect it to this monitor, however, whenever I turn it off then back on, it gives me a blue screen!! why is this?
I heard it gives you blue screen only if you leave the monitor on. anyone else experiencing this problem? or is this cable that's faulty?

First explain the thing about the blue screen from leaving the monitor on. Is there an accompanying message like "no input display" or something?

it says HDMI on the top right hand corner. I have to force to restart, then the screen will come back on.
It happens every time when I power off my LCD and turn it back on. It is extremely frustrating, everything works perfect with this monitor.
I switched VGA, and no problems at all, but I dont wanna use the VGA cable, It doesn't support 1920x1200 native resolution.
