on drums it's the thing that the shoes contact, but drum brakes suck so i'm not gonna explain it.

you can try to get them "turned" , if they are still thick enough, it only costs like $6-8 per rotor
if they are successful, they won't be warped anymore and you can continue to use them for a while
if they are too thin/or if turning them fails to "unwarp" them, you gotta buy a new set, can be expensive for certain model of cars, others aren't so pricey
