corn is very versatile. Just the corn & sugar can make moon shine & the alcohol level can be 97-98% and a certain animal fat or other house hold chemical and you can make explosives that are really cheap even a "liquid fire" that is very hard to put out.
Depending on the purpose of the individuals a lot can be done that is very bad, all while not setting off any sensors or detection devices.

1. Moonshine will never brew to a high percentage because already-produced alcohol kills yeast that makes the alcohol! High concentrations are achieved via repeated distillation!
2. 97-98% is not even possible, it will not be stable. Afaik 95.6% is maximum possible distillated percentage. Even if you could get more by some other process, alcohol will absorb water from air and become 95.6!
