With LEDs it doesn't even cost all that much to have the lights on.I'm working on a project out of a client's offices. The client owns the building, no landlord. The office restroom (a multi-banger) has motion sensor activated lights which time out after ~3 minutes. The motion detector doesn't detect people in the stalls. So after three minutes, the lights go out and it is pitch dark. The client's employees have adjusted by always bring their phones with them to the bathroom, some bring flashlights. Suggesting that maybe they replace the motion sensor is met with shrugs.
