Based solely on your under $230 comment you can find 480 8gb and 1060 6gb between $200 - $250, so right at the max of your budget. Under that the only alternative is the 470 which can sometimes be had for under $150 after rebates. As for the 1060 3gb model, remember this is not a regular 1060 with only 3gb of vram, is it a cut down model similar to 480 -> 470. They are usually priced far too close to 480s and 1060 6gbs to make it an entertaining option though and 3gb is just meh (not OMG the sky is falling, just bleh) in 2017.
The xfx 480 8gb model linked earlier is a solid card for the price and is what I would recommend as well.
Yea, but that card is 70.00 more expensive than the 470 I linked. Is the extra 4gb of vram and maybe 15 to 20% better performance worth 50% more? One could make a case for it, but to me it isnt. I also agree with you about the 1060 3gb. It is far from the absolutely awful card a lot of people on this forum try to portray it as. Simple fact now though, is that it is too expensive.
Damn $150 for custom 470? Here we pay $250 for it. AMD needs to get its prices under control.
That Arsenal 470 may have a poor cooler, the GPU may get hot and the fans could get loud (I don't have one but the reviews say as much.) For the price it can't be beat.With detail settings maxed out, does graphics card generate more heat and therefore its fan spin faster and make loud noise? Will it affect CPU cooler too?
IMO, the 4gb RX470 is the best buy right now. Dont know where you are buying, but newegg has one for 140.00 after rebate with a free game: MSI 470 . Seems the best value to me unless you can find a really good deal on a 480 or 1060. The 470 is not that much slower than the 480, maybe 15% or so.

I've come down to these two choices: GTX 1050 Ti 4GB or GTX 1060 3GB (or 6GB) Which one to buy to fit my current spec? I play Overwatch mostly or maybe other games in future.

You're playing 1 game, will the lighting being changed from high to medium to make up any FPS difference between cards hurt you?
The reason I don't advocate the lower end cards right now is there isn't a good deal here. Nvidia is a better company. But that means they're better at pricing and marketing. They use their halo cards to market their lower end cards.
I don't advocate AMD cards because it's the "Best" card. It's because AMD is a poorly run company that still makes a decent graphics card. As a result, sometimes AMD just does some really mindboggling things when it comes to pricing and developing cards. Things Nvidia would never do, since Nvidia delivers record returns to their shareholders, while AMD doesn't understand what a public company is supposed to do.
If you wanted to talk high end gaming, I'd give you whole other advice.
That said, you're talking about $30....
If you want the GTX cards, just get a GTX 1060 3GB, it's the fastest card in your budget, enjoy your free game, and stop wasting time. You'd rather have the GPU and actually enjoy the benefits than wait debating what to get forever. You won't remember these small dollar amounts 2 years from now (we will though)
You're absolutely right - brain fart last nightI did not think there were any 390 4GB versions? With that said, a well cooled 290(x) or 390 would be a good idea if you could get them that cheap.
