While for the most part I agree with you, there have been enough experiments that show bullets will continue on their ballistic trajectory and can indeed be fatal. It may be rare but it's not impossible.

Terminal Velocity (noun)- The constant maximum velocity reached by a body falling under gravity through a fluid, esp the atmosphere.
Essentially when drag (determined by aerodynamics) = the force of gravity.
So how fast does a bullet fall? Answer: At exactly its terminal velocity.

Many landowners may not be aware of the fact that they have a right to use and possess the airspace the "floats" above the actual property they own. The law is clear that an owner is entitled to freedom from excessive noise and passage by airborne carriers. If an aircraft is in flight so low that it is unreasonably disturbing to the landowner, the aircraft could be held liable for trespassing on your property. Additionally, if the aircraft or airport is government-owned, such flights would constitute a "taking" of your property.

Then there's the other issue of not being allowed to fire guns within city limits. Most cities don't let you do that, so at a minimum they could spank you for that.
It would likely be below terminal velocity even. Certainly less at most points during its downward fall as it would still be accelerating.
