Well if there was no gas, the battery would die before any damage would be done to the engine from lack of oil. I could drain my oil, empty my gas tank and sit there all day trying to start my car until the battery died, wouldn't hurt a thing.

So again, what actually happens to the video card when it gets underpowered?

Ussualy if you don't have enogh power the card automaticly will run at slower speeds. THere's a pop-up that tells you when it happens.

I'll assume you mean the current getting to card is lower than normal? If thats the case, yes, it could and eventuall will damage it, permanently.

If you mean the card isn't powerful as in enough to run games that need a fast GPU, then it wouldn't matter - at worst it'll get heated or just plain refuse to run, kicking you out of the game.

What happens is that the power supply can't supply enough power to the system and it will heat up and eventually blow. When it does, the fields that are built up in the coil windings can cause voltage spikes and they can take out various other components of the computer.
