According to the manufacturers it does and from what I've seen of 5 different forums since November of 2006, it quite often does. It all depends on your system and it's basically a crap shoot whether you'll need a new PSU or not. Sometimes users with 400-450w Antec or Enermax PSU's are forced into buying new power supplies, while users with a 350w Acme power supply swear their cards are working just fine. There doesn't seem to be any rhyme nor reason to it. However, if you do not meet the minimum requirements don't be suprised if you need to upgrade. That's all I'm saying.

x1950 Pro Minimum recommendations - 450 power supply with 30a of sustained/continuous power on the +12v rail or combined rails for multi-rail units. (Rails are not added together)
7950GT Minimum recommendations - 400w power supply with 20a-22a of sustained continuous/power on the +12v rail or combined rails for multi-rail units. (Rails are not added together)
Also, just some food for thought. Using the XFX 7950GT AGP as an example. This card is powered using only a single molex connector. X1950 Pro's use either a (2)dual-molex design ie the Sapphire X1950 Pro AGP, or a PCI-E connector.
