Obviously the exact card for you depends upon your requirements as well as budget. Functionality like teletext implimentation and remote controls vary a lot, serial ports to IR etc. Inputs and outputs are another area where cards differ, some handle MPEG and other only AVI or other file types, also soundcard connectivity varies. You can get radio too, sometimes audio is only mono for TV as well so it is all worth looking into. Drivers were a big area, esp for modern OSs like WinXP, but I would be very surprised if this still proves to be an issue.
I have heard great things about Hauppauge WinTV Primio FM PCI. It has an infra-red programmable remote control, does FM radio in stereo, handles standard RF, composite and s-video, teletext, captures video (AVI only) but sadly lacks MPEG capture. You can get 3rd party sw to capture to MPEG2 but it is obviously nice to have this facility in hw.
I am looking into purchasing a TV card for about £50, and would be very interested in people's opinions and experiences.
