Depends on your area, though most TWC customers have scientific atlanta boxes. Just google the latest SA DVR, probably the 8240.

I just signed up for TWC in May and I received the 8420HDC

I think we have the 8300. It takes about 15 to 30 second to change the channel. The only way to surf is by scrolling through the guide. Is the 8420 quicker or is this a software issue?

I can't remember what model we had but it was a SA HD-DVR box. It had a glitch with HD channels resetting the resolution when turned off and then back on. TW said it was a software fix but it took them forever to get it out and even then it didn't work right. I gave up and ditched the DVR box and went with straight HD box.

If they still have the same f'ed up interface, whatever DVR you get is going to suck ass.
I finally had enough of those idiots and switched to direct tv after TWC upgraded (decided they didn't want to pay licensing fees and wrote their own much worse interface) their DVR software and took away the most basic feature of DVR software (keyword search).

I live in LA and have a Motorola DCH3416. The thing is very slow and very laggy. I recorded the Lakers game last night and going through commercials was a nightmare...it often would skip to live for no apparent reason.

I would switch to DirectTV in a heartbeat but my apartment building does not allow satellite tv.

If that time is accurate then something is wrong. 8300s arn't that bad IIRC.
Go to menu > setup > guide setup
Make sure "Channel Tuning Behavior" is set to auto tune.

I'm not at home, so I can't tell you exactly what box we have but it is an SA box. When we first got HD-DVR, the interface worked pretty well. It's wasn't lightning fast but it was perfectly fine. However, it recently just broke so we got what appeared to be the exact same box on the outside but now it had a cable card slot in the back and the previous one didn't. Now the interface is very laggy like you said and it's really annoying.
