It looks odd to me that not all the tines/teeth are twisted, but I've come across them called twisted tooth rakes, are meant for breaking up dense garden soil by slicing through it (when all the teeth are rotated, it makes no sense that only some on that one are, which will be worse than not having the non-twisted teeth at all, by increasing resistance to slice through the soil).
However I am a bit confused because your first pic, and this latest business end pic, do not look like they have the teeth twisted the same amount. Are these two different rakes?
