Just call the cops. A visit from an officer will usually calm people down. This is quite common and if they are law-abiding in any way, they'll pipe down. If not, at least the officer will get them the next time they get out of hand. Also, don't worry about revealing your identity. Officers will just tell them they got a complaint from a tenant in the building and they won't specify you, so you don't have to worry about them coming after you.

That's why you just skip talking to them in the first place and go to the cops. Living in Berkeley, I know what its like to have parties shut down by cops all the time. I've been to my fair share of parties where the cops break it up and threaten to write a noise violation citation. That's the way to go. If you want the party to stop, telling the hosts you want them to turn it down won't help at all. The only way people stop is if they know the cops are outside.

Last time I was at a party and it was rowdy. People started to shut up though once we found out cops were parked right outside the apartment.
