Frakes directed First Contact and Insurrection and his directorial style in both movies was actually pretty skilled (despite Insurrection's story being a snooze-fest). Rick Berman (the person responsible for making Star Trek into a shoot em up dystopia) was the main writer on all of the movies except for Nemesis. Berman is a terrible movie writer, and purposely went against Roddenberry's wishes after he died to add more violence and Federation "conspiracy" into the shows.
Frakes was replaced by Stuart Baird in Nemesis (who had very little movie directing experience at that point), and the cast has publicly said "he had no idea what he was doing." Baird when on to direct the Casino Royal and Skyfall Bond films, but has had a shaky reputation since.
That is a good point, the writing was so bad the director probably didn't matter. I recently re-watched all of TNG(over about 2 years) on Netflix and I tried to mix in the movies while I watched the episodes, but I didn't make it through any of them except first contact.
