that's what my ceiling fan is for.78 is on the uncomfortable side, that's like 25C. Even very mild physical activity results in sweating at that temp. Typically if I'm trying to conserve energy I'll tough it out, but that is my cut off point where I give in and turn on the AC.

Once it gets that hot it's kinda past the stage where fans help. Suppose if it's blowing directly on you it somewhat helps though, but it's basically like trying to cool yourself down with a blow dryer. Might help get rid of the sweat but it's still hot air.
