Soory it is Paint shop pro. as far as budget I dont want to spend anymore than I have to. dont want it to be to slow to render. I have never used it so no clue how hard it is on the gpu

I had some issues with gpu acceleration in Photoshop cs6 with my 7970, I had to disable it under settings.., might be fixed now though, can't check as im using one of my brothers GTX 570s...

Will photo shop offer much more over paint shop?

Photoshop has one of the more complete featureset but paint shop pro is still preferred by many for digital painting. I use 4 different programs including photoshop and painter for what they each do better over one another.

They should all have some degree of hardware-accelerated drawing that works on any card and aside from some rare amd driver issues and ignoring some obscure compute features that tend to be vendor-specific but are seldom used anyway, you can safely pick any modern card in the mid-low end range with zero issues.

If your wife is an artist and will use the pc for that, a solid mid range quad core cpu, a small SSD scratchdisk and a boatload of cheap ram will serve her photoshoping experience better imho. Then save the money from not buying a huge gpu to invest in a good tablet or cintiq...

I know Photoshop uses OpenCL in a lot of areas. Adobe has info on their site about which ones are supported.

However, the OP is actually asking about Paint Shop Pro. PSP also uses OpenCL for hardware acceleration.

Both nVidia and AMD support OpenCL. But as I recall AMD's performance is better.

If you are looking for something that is priced well, and no gaming really. I would look at something like an HD7770.

Photoshop absolutely crushes Paintshop Pro. I started in paintshop pro 16 years ago before moving to Photoshop version 7.0 (before CS came out). For Photoshop using GPU Acceleration features I recommend a video card from the GTX600 series as they are cheap now that the 700 series is out. If you want I can post a link to my article on how to pick a Photoshop Video Card that explains what all the specs do.

I didn't want to post it without asking first because someone may want to flag SPAM bs.

What are the system specs?

I'm talking from Photoshop experience here, but I would still prioritize other system specs before video card. The best gains in overall speed I've had over the past few years have been from upgrading RAM, CPU, storage. Changing from HD4600 to a 750M might have improved performance, but not in a surprising way.

If I had to blindly build an image editing system on a budget i would prioritize 16GB of ram, a fast quad core, a fast SSD, and only after would I look for a good video card, if any.
