If you have any decent computer knowledge, just learn to do it. You can make a half-way decent website by working off of some template examples in no time. Just be sure not to steal the templates - use them as a learning tool only.
In the eyes of "professional" web designers such as myself, there aren't any "good" point-and-click web design applications. Dreamweaver will get the job done, but it inserts so much junk code that websites will often be incompatible with multiple browsers at worst, or nearly impossible to maintain by hand later at best. Front Page was more or less the same, from my experiences.
If you're dead-set on not touching a bit of code yourself, just find an online template, dump in your own information, or do something like WordPress. That's your best solution aside from paying someone to do it.
