Sure it does, but ultimately it comes down to the purpose of an OS, and that's to let you run the applications that you want/need.

People are arguing over Vista (pro and con) as if it were a religion. Guys, if you want to do that, other people have been there/done that. It's called Apple products. Oh no, it's not just simply a tool or device. It's a lifestyle choice!

At least more of you around here (probably being more tech savvy than most) can quote a couple of reasons why you'd want to do the upgrade. Typically when a new MS OS comes out, less savvy people often give me the reason that "it is new and better" without being able to quantify the "better" part (newer, it is).

Before upgrading, I will ask myself the question, "how will Vista improve my personal computing experience?" So far I don't have $140 (or whatever) worth of answers.

I'm waiting to see what R600 is like compared to a 8800GTX. Other than that I'm sticking with my current setup for a while longer.

Indeed, if I were to pay retail price for Vista, I would not buy it, at least right away. However, since my Uncle works for Microsoft, he is able to get me a copy of the OS for next to nothing. Vista is not worth $200+ to me as an upgrade, but it seems worth trying out for $30-40.

That's true. Hmmm. that means I should be able to get one also... I hope. I had gotten WinXP Pro through MSDN and tried to get it again since now it's a combo including the 64 bit version, but the site says I already got one so won't let me get the 64bit version. If Vista is available through there, well, I may as well (by ordering media) just so I have it on hand. Got the WinXP Pro media mailed to me for around $20 out the door.

That's a valid point. Heck, if I can get it for $20 through MSDN then I'd do it just in case.

Here's something that's somewhat good news...

Revision to Windows Vista retail licensing terms
the Windows division has revised the retail license terms for Windows Vista in a significant way. Namely, the terms regarding license-to-device assignment of the retail product (including Home Basic, Home Premium, Business and Ultimate) now read as follows:

You may uninstall the software and install it on another device for your use. You may not do so to share this license between devices.
Basically here's the deal as I understand it...
- You can now install it on another machine without violating EULA and still being able to activate (perhaps with a phone call) as long as it is removed from the previous machine it was on.
- This covers all versions of Vista.
- This is only for retail box and not OEM.

The terms for OEM has not changed. The original terms for retail was that you can transfer the software ONE TIME (while still removing it from old computer). Note that this was viewed as an issue because of activation - if you significantly change hardware (for instance motherboard dies and you can't get identical replacement) then that takes up your one reactivation and you're screwed if you change/upgrade again in the future.

Our intention behind the original terms was genuinely geared toward combating piracy; however, it?s become clear to us that those original terms were perceived as adversely affecting an important group of customers: PC and hardware enthusiasts.
I could be wrong, but I do think that MS originally wanted the extra revenue from people having to re-purchase Vista, but only gave in after the big hubbub over it. For instance I know someone who used to change his machine at least twice a year and he bought WinXP Home right when it first came out, so MS only made money off him twice (he usually runs two machines so actually bought two copies). With the "single transfer" license, this guy would have had to re-purchase the operating system once a year at his rate. Good for Microsoft, but bad for him and others like him if this were the situation. At that rate he probably would have curtailed his upgrading habits so MS still would get more sales, but not as many, and the hardware vendors would lose sales.
