Even at the low levels, a license is not a huge obstacle.
Those that don't have one can't be bonded....so good luck with any lawsuit of merit when they fuck your place up.
Even if they don't directly, you may still be fucked if you decide to sell at a later date and then get told you never got permits.
Most think, fine; I just pay for the permit now. like at most $100-200.
Well yes, you pay $100-200. But then that inspector comes out and tells you you must deconstruct the improvement and restart it.
i had this issue once I moved in. Fortunately my local town had all the permit and tax info handy to settle the government challenge.
