Using HDtach, it always gives hdd access time around 14-15 msec right? But for the same HD specs, they always say sub 10 msec access time. Why is HDtach's measurements higher than the drive specs?

Sounds like you are confusing seek time with access time. Very different measurements. Also, you must subtract the spindle latency from the access time to get a seek figure. For example, my X15-36LP has a 2ms spindle latency. HDTach reports a 5.7ms access time, subtracting the 2ms spindle latency = 3.7ms, the precise seek time from manufacturer specifications.

HDTach isn't perfect (by any means) but it is a far better tool than, for example, Sandra.

IBM 60GXP has a 8.5ms seek time + 4.9?ms rotational latency = ~13.4ms access time.

I forgot if it is 4.9ms for a 7200 drive or not.

4.2ms latency for 7200rpm drives. Tested seek times rarely hit the manufacturer's spec.

weird enough

my 75GXP 15GB can do about 12.3-12.4ms access within hdtach.
but the 60GXP 40GB can only do 12.7-12.8ms access.

I think because the head is more heavy on the 2 platter configuration.

HDtach reports, over several tests, that my access time on a 60GB 60GXP is 8.5ms so I think the program works perfectly.
