I know this isnt the advice you are looking for, but trust me, its the advice you need.
99% of all living problems can be solved by having your own place. When I was stationed at China Lake they had a huge influx of single sailors below the E-4 mark. They stuffed the barracks so full that a lot of folks who would not normally be allowed to live out in town were suddenly given that option.
3 of my buddies rented a nice house.
I got a small apartment.
One year later I was much happier and less insane than all 3 of them.

I made a good decision.

Is this guy still courting this girl? If he's letting her hang out, stay there, etc. maybe she has some issues at home or something. Or he's trying to make the point he wants to take care of her. Is she truly milking you guys, or is she just chilling in his room? Does she want to stay there when you aren't there? Or do you say "I'm leaving, you need to go"??

My roommate has a girl he is dating too. She comes over and hangs out. She isn't living there, but I don't mind her being there as long as I am there.

Maybe just tell the guy how nice you are for letting the girl stay over so much and you are usually a nazi about these kind of things.

I stated before he does have an option. He can talk with the leasing people in the complex and inform them he got offered a job out of state or something and ask to be let out of his lease for free or a fraction of the cost. it never hurts to ask.

He did say he was offered a job. He can at least approach them about the idea.
