This will help you slide down the html learning curve real fast:
HTML for the Conceptually Challenged
On that linked page, be sure to click the forward navigation arrow to the homepage builder & play around with that. By looking at the code it generates, you'll get a real fast html education.
As for the "best sw", besides Dreamweaver there's also Microsoft Visual Web Developer. THe Express version is free right now at the link.
