2003 has programming for smart devices built in (pocketPC, phones, etc). I'm sure other people know some other differences. Might as well get 2003 since it's the newer one.
the only other big difference is .NET uses the 1.0 framework and VS 2003 uses the 1.1 framework. 2003 is better, but I mostly use 2002 since the client is more likely to already have the 1.0 framework installed then the 1.1 framework.
I like that M$ is releasing two more versions of Visual Studio before 2005 and if they follow they way they are currently doing it you have to buy the newest Release of VS in order to use the new .NET runtime. It is almost impossible to get VS .NET 2002 to run the 1.1 framework. I think they really need to readdress this. At least with a Java IDE I can choose which version of the JRE I want to run
