no because first, i would never order fries in a place that required a knife and fork.
but to answer your quetsion, if there was a knife and fork, i would use them and eat the entire fry as my fingers would not touch them.
wait a sec...i was at a nice steak house recently and did order fries and used my hands and did not eat the ends there either!
