I don't think much of it. I'm not always on the lookout for people I know when it public so its easy for them to just blend in. I think that phrase just means "I wasn't snubbing you" or "I was snubbing you but now I am confronted and will act polite."

joke aside, it depends on the observer's sincerity and your level of confidence and self esteem. I usually will take it as a compliment.

I tend to forget it in about a day or so. Not a big deal at all.

If I say it to someone, I hope they don't think anything of it, either. There's someone on campus who works in one of the offices. I saw her one day wearing a hat - totally didn't recognize her at all. I've got all the facial-recognition skills of a consumer-grade PC equipped with a 320x240 pixel webcam. You can get a haircut and I might not recognize you right away.

a) I (really) didn't see you but don't want to seem like a self-absorbed ass
b) I don't know who you are (or didn't before you came up to me and jogged my memory), so I'm stalling for a few seconds of time
or c) I know you but didn't want to talk to you, and this is my excuse for "not noticing you"
