More annoying in my book due to the frequency is:
1. People drifting aimlessly across the sidewalk/pavement blocking any attempt of an overtake, seemingly by some kind of ESP as to your next move
2. Walking real slow - fine if there's some obvious physical reason or small kids are involved, otherwise pick up the pace
3. Stopping at random - can't wait til I have kids so I can push the pram straight into the offender's legs
A combination of all three is agony and should be punishable by death.
