Not a bad idea. Better yet you could have it in your pocket such that if it's not taken out very carefully a razor blade cuts the fingers and a note in the wallet says "YOU HAVE THE AIDS NOW."

Germany, I spent a bit of time in Munich, but mostly a couple smaller towns south of there (Bad Aibling and Grosskarolinenfeld). Also made a few trips to northern Italy.

I have lived in the UK and I never had crime-related problems in any area. The biggest problem I faced was some racial abuse.

I went to europe last summer and I got one of these: http://www.letravelstore.com/MB40024.htm

It loops around your belt and you wear it inside your pants. Its big enough to hold your passport, a ton of money, and some credit cards. I like it and use it whenever I go out of the country.

Word of advice don't ever pull it out in public. Carry some cash in your pockets for everyday purchases. Go to the bathroom when you need to get something out of it. Better safe and paranoid then penniless in a foreign country and sorry.

Yes, you definitely want to be careful. Our tour guide warned us all the time. They will come up to you, and hold up signs, distracting your line of sight from below your waist. I had a backpack with me at all times (During the days), with a lock on the smallest pocket on it, where my wallet was at all times. At night, just minimal cash, with one credit card in front pocket. No wallet.
