The made in Taiwan tools from Lowes (Kobalt) and Home Depot (Husky) are actually pretty good quality. IMO they are a definite step up from Craftsman's basic line which is now made in China and doesn't have the same quality anymore.
I have a 72-tooth ratchet from Lowes which has very good finish and a nice ratcheting action.
Now I don't usually splurge on tools and get most of my stuff from Lowes, HD, or HF, but I do want to get one of these in the future :
