They're selling the E8600 and Q9650, which only come as E0. I don't know if any of those companies can tell you which to expect if you order a model that comes in both steppings.

Since you are looking at 4870x3 I presume you are using the system for gaming, have you considered the e8600 running at, a pretty easy, 4.3? Probably higher....

Yes, i am using my system for gaming but i want the highest overclocking clocked Quad-core i can afford; which appears to be Q9450
--if i can get 3.7Ghz, it appears that bottlenecking will not be an issue at 19x12.

I am ignorant when it comes to the electronics on a MB and I am not a Asus fan-boy. When I went looking for an x48 board the appeal of being able to use the BIOS from a $300 made sense. I have found Asus products to be solid, well supported and long lasting. I found many people that praised their DFI's and Asus x48's, but not much on the MSIs or Asrocks.
Also, that memory configuration seems strange, how does it work? Can you have 2 sets of ddr3 memory on it or just one set of 3?
I like quads too, if I could only have one system I would have done the same thing.
