ahhh, my first thought was that maybe you are talking about a wireless bridge, but now I have another idea.
Your computer is connected directly to the satelite and the dial-up right? And you want to share your computer's internet connection with your roomie using ICS on your computer, right?
The problem is that (I think) ICS can only only share a single connection, so what you want to do is BRIDGE the satelite adapter and dial-up adapter on your computer so it shows up as a single virtual connection that can be shared through ICS? I'm not sure if this it is really possible to share a bridged connection with ICS, but here is how you would bridge the connections:
Go to Control Panel and open Network Connections. Highlight the satellite adapter and the dial-up adapter, RIGHT-click on one and select "bridge connections." This will create a new virtual connection labeled something like Bridged Connection.
Again, this is how you create a bridged connection, though I don't think it's going to solve your problem.
