wirednuts next time he tells you "it's in the mail!" tell him the mail isn't your problem. Being in his mailbox isn't the same as you receiving payment. Tell him payment is DUE on day X of each month and that it's his responsibility to make sure that happens. Suggest to him that he put it in the mail a few days earlier if that's what it takes.
But until you start charging him those late fees it's difficult to expect a change in his behavior. He's pushing the envelope and has no reason not to at this point.
It amazes me that tenants and landlords put up with the deadbeats that they do.
