Bull. That's like the "artists" who think a blank canvass is worthy of being hung in a gallery, or all this modern crap that gets called "art" but looks no different than a 3-year-old's fingerpainting.
If it's a random composition (and "chance-based" is just another way of saying "random") with generic, everyday noises mixed in, it's not music. Music is structured and non-random.
