Question which gen i3 CPU for HTPC

When I select i3 CPUs from Newegg, it gives me a choice of "2nd gen" through "10th gen." What is the meaning of "gen?" I just want to use this for an HTPC to play movies streaming and with a DVD. The DVDs are non-Bluray. I will not use it for gaming. I am looking for low voltage / low heat / preferably fanless.

For this application would I need a more powerful chip such as i5 or i7? I don't think so but I'm checking.

Don't even need an i3 for that. A Celeron, Pentium or Athlon would be plenty.

"Gen" is shorthand for generation. In this case, newer (higher number) = better.

So if I got a 2nd gen Core i3-2100 Sandy Bridge with an operating frequency of 3.1 GHz, that would be more than sufficient then? It was first avail in 2017.

If that is all you need, a current Celeron (G59xx) is "all" you need. You may want to consider bumping to a Pentium (G69xx) if you do anything else on the system.

What I'd really recommend is an AMD Athlon (200GE, 220GE, 240GE or 3000G). They're pretty similar so get whichever is cheapest, with preference for the 3000G as it uses a slightly improved core. Reason being the new Athlons both have a very nice video core, and have the full AVX2 instruction set.

I'd advise against getting anything earlier then a "Kaby Lake" (Gen7) system, as earlier CPUs doesn't have hardware acceleration for newer video codecs. I'd particularly advise against getting a Sandy Bridge (Gen2), unless you're pairing it with a discrete GPU, as it's IGP (IntegratedGraphicsProcessor) has poor driver support in Windows 10 and it is 10 year old tech at this point. Sandy Bridge didn't launch in 2017, but in 2011...

Yes, buying down-market (i3s down to Celerons) is all well and good, but buying ancient tech, like 2nd-Gen, is not, unless you have some sort of specific business / use-case for buying older gens.

IMHO, get a 10th-Gen Pentium Gold (G6400) for an HTPC, and ASRock makes a sweet ITX board that has H470 chipset, 2x NVMe, 2.5GbE, and AC wifi 5.
(I own this combo.)

My HTPC uses a 2nd generation i3, but it is a mobile i3 (i3-2365M). The specs are about the same as that 2100 that you mentioned, but because my chip is mobile, it does not have as much power available to it and thus runs at a lower clock speed. There are other minor differences, but nothing too important for your usage. For low heat and fanless applications you are pretty much limited to mobile processors.

My conclusion: avoid the 2nd generation i3. I want to upgrade my HTPC as soon as the 11th generation mobile i3s become a bit more commonplace in HTPC applications (i.e. cheaper and more selection). Just the simple act of playing Pandora can overwhelm my CPU. Let alone all the CPU usage that Chrome has if you have more than a couple tabs open. It can run Kodi alright for movies, but I can see the occasional video stutter especially when upscaling old shows and movies to higher resolutions.

With each generation, processors have significant improvements in either functionality, power, speed, features, and/or efficiency (getting more work done at the same clock speed). There usually is a negligible price difference between generations, so you really, really want the newer generations and to avoid the older generations.

If money isn't too critical, $80 more for the i5 upgrade makes it a box that can actually play many games, although at low settings:
