46C at idle -- your card turns its fans off completely then by the sound of it. I haven't done much research on your specific card. I know a lot of newer cards from 970/980/390/Fury series can turn off the fans up to 60-65C. That explains your high idle temps.
30C is a very high ambient. It's 20-21C for me in the summer and 18-19C in the winter. Think about that because it means when my GPU is at 75C, in your living space in the summer, it would be at 84-85C.
That means if you took your case to my house, your GPU would be maxing out at 79C instead of 89C.
But, I'd rather take your warm climate over cooler GPU temps, ha! :biggrin:
