Yes, during benchmarks V-Sync should be off.

But for me, screen tearing is much more unpleasant and immersion-breaking than aliasing for instance. So during games, I use V-Sync. If R9-390X can not maintain 60 fps with V-Sync in Skyrim 1920x1080, then it is a bad purchase.

http://www.hardwareluxx.de/index.ph...eon-r9-390x-390-und-380-im-test.html?start=10

The 390x is doing skyrim at 157 FPS avg, 112 min at 1080p 8xAA 16xAF, and 173/114 without AA and AF according to this site. The HD texture pack shouldn't be a problem with the 8GB of VRAM this card has.

The test system there is a 3960x, that's Sandy-E, his 3570k is a little faster clock for clock, and for a mostly single threaded game it's an even better situation for getting more FPS out of the card.

It's an old game, this card should tear vanilla skyrim apart and have *lots* of horsepower left for whatever modding OP desires to do. It's clear there was/is something horribly wrong with OP's rig that seems to be fixed according to how unigine runs now.

You make it sound like 390x cards are crap.
MSi 390x stock voltage,stock clocks(1080/1500),stock fancurve

Run again with +13mv/+50mv core/aux voltage,+50% power limit,overclock to 1150/1700,custom fancurve

My ambient temps is the same as op's.My card runs cooler when overclocked thanks to custom fancurve.I hope these results give a useful reference point for op.

This one is, if you get down to a minimum of 42 fps in Skyrim 1920x1080 just because V-Sync is enabled (I am not saying that this is the reason; this was one of .vodka's theories for the cause of this fps drop).

Okay so I re installed Skyrim and ran it for the first time after the fresh installation of Windows 10 and it was capped at 60 FPS.
I even disabled Vsync from CCC, still it remained capped at 60 FPS.

But after a quick google search i found out that just making a little change in skyrim.ini I was able to turn the VSYNC off, which game itself had enabled.

Now after that when I ran the game the results were following (I did not benchmark them, but just kept an eye on MSI AB 's on screen display).

Max FPS: 205
Min FPS: 79
FPS were mostly around 90- 105

GPU temperatures (Fan set to auto - so blades don't move until 60C - ambient 29C):
Max Temp: 84 C
GPU Load 100% ( Always above 90 %)
GPU FAN Speed: 55%

What say?

Much better.

With the frame cap on (or with V-Sync enabled), did you still get fps drops bellow 60 in Skyrim?

The frame rate can vary, depending on what it is on the screen. What I can say for certain is that I was not expecting drops below 60 fps in Skyrim 1920x1080 with a R9 390X.

So it seems that whatever it was, Windows clean install solved the poor performance problem.

I will try with GTA V and other games also. So do you think that I should RMA this card, because within one month of purchase the distributor replaces the card with a brand new one, no question asked, hand to hand.

No one was.

Thankfully it's solved now.

I don't think you should RMA it, everything now points to a card that's working fine.

Enjoy!

Okay great. Will soon put up GTA V test results.

Few quick questions:
1) Should I powertune the card to +20%?
2) Should I leave CPU power saving states off in BIOS?
3) Should I create a custom fan curve in MSI AB, Like 100 % fan after 70C?
4) Should I use PCI E Fan coolers for GPU, either from below or top to cool the card?

1) No, not needed, unless you're doing some overvolting + overclocking, and that's in case your card isn't running at what you've set it to (example, you've OC'd to 1150MHz but you see the GPU frequency fluctuating around and not being a straight 1150MHz, and you see the power sensors capped). No real need to fiddle with powertune at stock settings. Your card is already given a healthy 200-210w power cap at 0%, that is more than enough.

2) No, turn them back on. That way your CPU will idle in frequency and voltage, as it should.

3) If you can tolerate 100% fan noise without going insane, then yes, that wouldn't hurt. Keep in mind the GPU can withstand up to 95°C without a single problem, so it isn't really necessary. Your particular 390x runs hotter (85-90°C) than others, it's made thay way. By all means, lower GPU temperatures give peace of mind, and that is up to you.

4) First make sure you have proper airflow inside your case, then try these kind of auxiliary fans. I mean, for example, front intake and rear exhaust fans with the sides closed, etc.

As I had mentioned in Post #59 with the diagram that imho air flow in the case is already very good. Although I am not using all PWM fans but non PWM ones also work fine in in providing high CFM.
