I'd vote point up, maybe if you impale your hand on a pencil, it'll hinder your ability to post retarded threads. Sharp end down from experience. Made a trip to the ER when I snapped off a large sized freshly sharpened piece under my nail. Impossible to tweeze out. Had my fingernail cut back about halfway, then scalpeled (word?), then tweezed out. Not pleasant at all.

If a pencil is going to stab your balls by pointing down you are either wearing very tight pants, pants with very shallow pockets, OR you have a very long ball sack.

The only way I could see a downward pointing pencil stabbing you in the balls with a normal pair of pants and normal sized ball sack is if you pushed your hand into your pocket and forced the pencil into an odd direction.
