Definately. He was against a strong federal government and strongly opposed to a central bank. He fought tooth and nail against those things that are commonplace today, and the root of what is incredibly wrong with our current system of government.
More recently, I would say Regan. The man took a country that was on it's way to the crapper and made it strong again. He reinforced the foundation of this country rather than just making cosmetic touchups. I firmly believe that Regan is the president that paved the road to the internet for us. If all those businesses did not have so much extra money laying around to spend on frivolus things (like the internet in the early 90s), it wouldn't have taken off so quickly. I believe that the money that those businesses got from Regan is the money that started the internet frenzy.
Worst: I would say Woodrow Wilson. He institued the Federal Reserve and sold our country to foreigners. Second is Teddy Rosevelt. He turned our country into the socialist welfare state that it is today. I applaud his programs to get us out of the depressions, but some of those measures were originally institued by Hoover and should have been abolished once the nation got back on it's feet again (ie: Welfare, Social Security, Medicare, etc...).
