For the worst I would have to agree with XZeroII here. FDR and Wilson are by far the worst. One created the Federal Reserve which because of it being inexperienced helped throw us into a depression. The other put into place programs that prolonged the Great Depression; some of which we are still working on dismantling.
I wouldn't call Reagan a great president, however. While he did help bring hope back to the hearts of Americans, he could have done so without running up gigantic deficits.
