For the worst I would have to agree with XZeroII here. FDR and Wilson are by far the worst. One created the Federal Reserve which because of it being inexperienced helped throw us into a depression. The other put into place programs that prolonged the Great Depression; some of which we are still working on dismantling.

I wouldn't call Reagan a great president, however. While he did help bring hope back to the hearts of Americans, he could have done so without running up gigantic deficits.

But could we have won the cold war without massive spending on our defense budget?

Yes. You not only had the country already in economic collapose, you had people extremely frustrated with the Soviet leadership over the Afghan war. If that didn't give them enough reason, if the Chechens still declared independence, then you'd have a second war that they couldn't win.

The collapse was inevitable, Reagan just expedited it.

Really? Hmmm it would seem to me that Bin Laden and Sadamn gained the power they have because Reagan and Bush Sr cut back alley deals with them in the 80's. Thats why 9/11 happened.
