Who makes the most efficent PSUs?

Current Enermax and Fortron units (latest design) will run between 77% and 80% efficiency. Seasonic units can approach 83%. I would not worry about a difference of 2 or 3% in efficiency.

Focus on the 12V rail. You don't need more than 15A at each 3.3V and 5V rail. Look for a PSU that will deliver a continuous 14A at both 12V rails (28A if there's only one 12V rail).

In an effort to learn something I have plodded around the web and have come to realize that

PSU efficiency is driven by the standards that are set by the computer industry.

The standards can be Googled, ATX12V 1.3 (old one), ATX12V 2.0, ATX12V 2.1 (3/05) is the most current. As the numbers go up so does the standard for efficiency. So to compare PSUs
to eachother they should come under the same standard.

The industry(Intel) sets the standard and ATX12V 2.1 says they must meet > 70%.

Here's a good one that i came across, PCP&C are made by Zippy who also produces I-STAR as well as a bunch of other brand names.

I was told to check outputs between the same suppoedly rated PSUs.
With all other specs near the same i have seen 400watt units vary from
18A to 30A on the 12V line. Everything else was very close 5V,-5V,-12V,
3.3V and +5VSB. The 18A PSU was rated as quiet and the 30A moderatly loud
once under full load. No wonder!

LUILAX,a PSU is not an ornament. Put the money into a well rated PSU, Mmmmkay

What about my Premier Plus by ATNG 350Watt. ??? 3.3=28a, +5=30, +12=15. I'd supply a Manu. Link, but can't even find their Site. I know it's a 'Generic', but How Generic ?

I just bought an Ultra 500W-Modular to replace it, but I'd really like to know what Quality the "Premier" is.
