Dictionaries are publications like any other, and merely state the views of the dictionary compiler as to how words are being used. They certainly don't capture every aspect and nuance of the meanings of words. Besides, I'd say that definition implicitly involves questions of power.

If I’m understanding you right a black guy and a white guy can think the exact same thing about each other (that the other is dangerous because of their skin color for example) but only the white guy would be racist because of “power”. That doesn’t seem a tad absurd you you?

Asians are capable of being racist. No rational person would say that would never happen, but it's far less rational to take the exception and claim it's the new rule.
