Because either retired people or younger folks with minimal education are going to work those jobs. And younger people tend to have more ambition than an older retired person.

i think they hire old people at banks because they are too old and too slow to act brave and pull out a gun thus preventing shootouts and injuries to other people. Plus they are old so they hope the robbers feel bad for shooting one of them when they surrender. So the goal of the bank must be to have everyone let the robbers leave with the money and no one gets hurt.
