I live in Corpus Christi, I can't say that i've ever heard someone describe it smelling like poo. It certainly isnt a hot spot in Texas thats for sure though. The people that run this city are absolute idiots with such deep-seated corruption that its impossible to do anything.
At the risk of sounding racist I will say that the Hispanic population is certainly changing things in Texas, at least in my neck of the woods, and I wouldn't say its for the better.

Corpus was 95% hispanic 10 years ago. So yes. Things are changing. Anything south of Austin, is mainly hispanic. Anything north of Austin is mainly white. Blacks are scattered about, mainly in DFW, Houston, and East Texas. Asians have typically settled on the coast, but they are tending to migrate towards Austin and Dallas now.
Hispanics will outnumber whites by 2015. Some places in Texas have dual language road signs now.

Ok, I just took another look at the map, and I guess since Nebraska is farther north than Missouri, Nebraska would be it. But the closest I can get it is in Missouri. (All according to the Shiner site).
