Umm... negative. You don't leave a tip for cleaning people unless it is a 4 star or higher --unless you are staying awhile, and then you tip the bellboy and the maids. That way you get more towels more often as well as clean linen, and the bellboy will hustle your bags for you as well as let you in on secrets and the like. If you want an upgrade at a hotel that isn't Starwood, Hilton, Wyndham (or you don't have status in those programs), etc you can always slip the Front Desk person a 20, and then you get a nice suite for the price of a regular room for your stay. The Front Desk person is your friend, and just being friendly and nice can get you an upgrade for free. In NYC I got a suite for LESS than what my friends were paying for a regular room. If the hotel charges for wireless or internet, you can also cajole a free access code out of them or even some breakfast or room-service coupons. It is all in your presentation and how you talk with them.
If you are a frequent traveler you certainly need to enroll in programs such as Wyndham By-Request, Starwood, Hilton, etc. I had a 454.00 long distance bill in my hotel room in Houston, but because I was a By-Request member (free membership, and I only had one earlier stay in their hotels) it was waived. They wave all domestic long distance, so I was very happy to not have to eat that.
