First of all, not all do, but I agree that in my travels I've encountered that attitude. Particularly from certain Europeans.
I feel it has to do with age, something akin to a grouchy old man who thinks a younger generation is ignorant, uncouth, and ideological. In this case though, we're talking about the age of cultures. America's popular culture is a young upstart when compared to places like Italy, France, China or Japan. Curious that we have probably the oldest stable government in the world too though...
