Oh, africans aren't technologically stunted when it comes to anything military oriented, but where water, sanitation and agriculture (the staples of life) are concerned, even the most backward corner of dark-ages Europe had it better than most africans do today. And they expect the rest of the world to provide aid while they squander what meager resources they do have on endless tribal warfare....
Then there is the electricity issue that affects most of africa - how do you operate a power-pig of a video card in a land that barely has a power supply? Perhaps ATI has a suprise in store with R600 - the back of the card features a handcrank similar to those found on windup radio's for africa. Unfortunately you'll spend far more time cranking R600 up than actually using it...
