Game developers will be pushing their own variations of persistent worlds soon enough. I think you'll find more people want to play this type of game are PC gamers. But the target end user that will actually pay the digital rent to warrant the cost of building such a system will almost always be Console gamers.
So right now developers don't have to build these systems because they can squeeze another Call of Shitty out and people will milking their label. When the console gamers get tired of the spoon feeding, and they will just like PC gamers wanted more than point and click adventures and flight sim games in the late 80s, they will start to demand what every MMOG gamer wants: to make a difference.
Afterall, why should you pay 60 bucks for what is essentially new maps and skins? When gamers get fed up with it, the devs will build 1 game and wrap it in a micro-transaction based pay model to pay for the infrastructure to hold such a beast.
