I'm too lazy to read all of the posts here, but I'll say what I do know.
Like Ynog said, it was made illegal because of the paper and textiles industries because it was much cheaper to produce and it was more resistant than many other fabrics and papers. The government in the 30's greatly exaggerated the effect of marijuana (Has anyone seen Reefer Madness?). The drug use of the plant was used as an excuse to make it illegal because it was bad for textiles and paper.
In Ontario, the government has pseudo-legalized marijuana ina sense. You require a prescription/government authorization to grow it, but you HAVE to buy it from the government. The plants that the government sell have a THC content of more or less 10% whereas the plants that are grown here (Quebec) in general have a content near 60%.
At 10% you'll probably get high, but you'd be okay to drive a car. The stuff that people here smoke is DAMN strong, and I see tons of people driving while high. As far as I've been able to tell, it doesn't quite affect your judgment the way alcohol would, nor does it impair your senses and reflexes. At least not to a point that would really make it dangerous. And when it does, the person KNOWS that their not in the right state to drive.
Also, I know a lot of construction workers, including some of my close friends, and I'd say a good 90% of them smoke weed (Quebec weed, which if you're a connoisseur, would know is some, if not the best in the world ). And I'd still trust them to build the house I live in, or the building I work in.
