Why is my CPU dropping to 1.6ghz even though high perf mode is enabled?

I've had PCs do this and ended up flashing the BIOS after everything else failed. You have to at least check the BIOS and see if some glitch set the multi low.

Flashed the BIOS and the CPU is still throttling down to 1.6ghz despite having high performance mode enabled and the temps are in the 30's (not even close to hot)

even during CPU benchmarking in Passmark it is throttling down to 1.6ghz despite temps never going above the 30's, and my Passmark scores are lower than they were a week ago (when this wasnt happening)

Reset BIOS to default, uninstall any 3rd party application that can affect it. Overclocking utilities etc.

I flashed the BIOS which reset it to default, and there are no 3rd party applications installed.

I have also disabled all C states and even disabled thermal throttling, and the cpu is still dropping down to 1.6ghz (at idle temps, 26 celcius) all fans are working, cpu cooler working, the computer is running very cool

in high perf "power settings" go in and actually look at "cpu min/cpu max %", maybe it's lower than you think.

Last thing to try is to boot up a live OS like Parted Magic and see what the CPU does there. If it runs slowly there, I'm out of ideas. The mobo is then suspect.

Nope.. Check/Reset bios to default settings.. Flashing doesn't automatically reset it or over-write settings.

You may have to go back in & change Sata settings to AHCI afterwards for it to boot.

Select 'change advanced power settings.' Go to 'processor power management' and pay attention to what the min and max numbers are.

guys i think something is up with the iGPU on the cpu

because in UEFI, it is showing total memory like this now:

Total Memory : 8192MB with 64MB Shared Memory and 2MB GTT Memory

ive never seen the bit about shared memory and gtt memory before

Bios settings are incorrect.. Set to default.. No amount of mucking around in Windows is going to help.

BIOS settings were reset to default when I flashed the BIOS, I confirmed this when I viewed the settings in UEFI they were all back to their default values.

And you didn't change anything? What harm is there in resetting to default manually to be sure?

curious about this now ^

it used to just say 8192

now there is shared memory and 2mb gtt memory, this looks like iGpu stuff

well turbo is disabled currently because they are back to default settings

but back when I had my settings on there, yeah it looked like that
