Why is my CPU dropping to 1.6ghz even though high perf mode is enabled?

All that shouldn't be necessary if powercfg is really set to High Performance. Could be some third-party software in Windows has borked something.

ALT Tabing out doesn't mean anything. You would have to monitor with OSD (On screen display) while in the game.

If you want to diagnose this issue, do it correctly, try another monitoring program.

And also, start by disabling Intel Speedstep technology in the BIOS in the CPU section. This is very important since it is the option to downclock the CPU multiplier when doing some light load

I also monitored during Passmark 8, and it was throttling down during the benchmark, and my scores are lower than they were before (was 7800 before, now 6500, quite a marked difference you can see why this is confusing/upsetting)

My rig has EIST enabled and my CPU is set at 4.5ghz. Windows is set at High performance Mode and the CPU still downclocks in light CPU load.

It is not supposed to do this.

this is why in High performance mode when you go to advanced settings, it shows

Min Process State 100%
Max Process State 100%

In High Performance Mode the CPU should be running at its full clockspeed 100% of the time

If I were you, I would just try the two small suggestions I propose.

  • Disable EIST in BIOS
  • Try aida64 monitoring program

I guess no one read my post .
that is how mine works with EIST , HP just makes it toggle 1600>max, but if you use balance then it steps up from 1600 , 2000, 2200 etc to max .
try HWinfo64 or OpenHardwareMonitor as those show all 4 core speeds .

1200mhz is for x79 and x99 if I remember correctly.
1600mhz is the idle state for P67, z77 and z97

Ed1, you are right. With Minimum processor state at 0%. It bounces from 1200mhz (which is 0%) to 1900mhz, 2300 mhz, 2900 mhz, 3400mhz ... etc etc etc. Depending on the load.

With High Performance Mode enabled and Min Processor State at 100%, the CPU should be at full clock frequency even when idle sitting on the desktop.

Yes, "shouldn't." Because hardware awareness of CPU load comes from the OS, and if powercfg is properly reporting "100%" as it should when set to High Performance, then the clock speed should stay constant.

That's not to say that software problems don't occur all the time.

Karlitos please don't take me the wrong way, I am not trying to argue if it seems that way. I am just saying, that is how the mode is "supposed" to operate from what I gathered from multiple sources.

I really do appreciate all the help!

Ugh, this sucks because if I have to get a new motherboard I will have to buy a new CPU as well because I can't find any Z68 or Z77 motherboards anywhere.

This program can fix your problem. Run ThrottleStop and make sure BD PROCHOT is not checked. If this does not instantly fix your problem then make sure EIST is enabled in the bios and in ThrottleStop, check the Set Multiplier box and set that to the maximum value. Click on the Turn On button after that.

Run a simple benchmark program like the built in TS Bench and post a screenshot while this test is running.

It would be good for you to gain the ability to boot from a live OS like Parted Magic. Then you could use one of their built in benchmarking tools while watching CPU speed, not too hard. That would eliminate Windows as a source of the problem without nuking your install just on a whim.

Honestly, I feel like there is a lot of grasping at straws here. If your new install shows the same problems futurefields, I think it is time for a new board. You are correct that High Performance should be giving you the max speed, regardless of load.

the question remains why it isnt when I run Passmark or games though

for example, I think it was Insurgency I was playing, the framerate was fluctuating from 130...97...130....97 when i was on a training mission (offline) and staring at a wall

When a sensor gets too hot on your motherboard, it will send a signal to your CPU and force your CPU down to 1600 MHz. You can disable this signal by turning off BD PROCHOT. ThrottleStop is the only software that lets you do that. This temperature sensor causing the problem could be on your voltage regulators on your motherboard.

In my opinion, you should try to disable C1E and EIST (intel speedstep technology) in your BIOS, it will take you 2 minutes, and then redo your tests.

You also might need an OSD (on screen Display) to monitor your clocks and your framerate.

I just downloaded PassMark to see what you are talking about and I also constantly see my CPU being at 1200mhz and the load of the CPU to be under 15%.

PassMark is not a stress test like Prime95 but it is a performance test (benchmark) so the CPU is not always pegged at 100%.

That doesn't make sense. Why wouldn't a "performance test", be running the CPU at "max performance"? Something is br0k3 on your system.
