ALT Tabing out doesn't mean anything. You would have to monitor with OSD (On screen display) while in the game.
If you want to diagnose this issue, do it correctly, try another monitoring program.
And also, start by disabling Intel Speedstep technology in the BIOS in the CPU section. This is very important since it is the option to downclock the CPU multiplier when doing some light load
All that shouldn't be necessary if powercfg is really set to High Performance. Could be some third-party software in Windows has borked something.

that is how mine works with EIST , HP just makes it toggle 1600>max, but if you use balance then it steps up from 1600 , 2000, 2200 etc to max .

ok running Prime95 CPU-Z locks at 4ghz
I just downloaded PassMark to see what you are talking about and I also constantly see my CPU being at 1200mhz and the load of the CPU to be under 15%.
PassMark is not a stress test like Prime95 but it is a performance test (benchmark) so the CPU is not always pegged at 100%.
